A former football All-American at Northwest, Hogue attended the college from 1957 to 1959 when he was a member of the baseball squad. Hogue prepped at Senatobia High School, where he lettered in football, basketball, baseball, and track. From 1959 to 1961, Hogue played football at Arkansas State University and was named Most Valuable Player in 1960. He received a B.S. degree in agriculture and an M.S.E. degree in education administration.
Presently, Hogue is serving his eighth term in the Arkansas House of Representatives where he has never had a legislative challenger. Hogue also served as Speaker of the House from 1995-98. He served as Assistant Speaker Pro Tempore in the 1991 session and is on three standing committees - Public Health, Welfare, and Labor; Agriculture and Economic Development; and Joint Budget.
